The Reading & Northern Railroad has offered $10 million to buy about 60 miles of rail lines from the Luzerne County Redevelopment Authority, currently embroiled in legal disputes. CEO Andy Muller Jr. indicated that improvements are needed for passenger service that would cost at least $2 million. The Redevelopment Authority, however, is facing its own financial obligations to Luzerne County, which may complicate the sale, as the county seeks to block any transactions to recover a $3.3 million debt from a previous loan.
