On July 17, 2024, the Ministry of Health and Welfare (MOHW) changed its stance on protecting children's rights, stating that the Child and Youth Welfare Law does not forbid disclosing the names of kindergartens. This came following an incident where a private kindergarten director's son was accused of sexual offenses against over twenty girls, causing public outrage. The Control Yuan released the kindergarten and offender's names, sparking debates on balancing the rights of victims' families. The MOHW's inconsistent interpretations of the law and subsequent policy changes have led to criticism, with accusations of political motivations and legal violations. The MOHW's shifting positions on the Child and Youth Welfare Law are not new, as demonstrated by a previous proposal concerning regulating explicit content involving minors, which also faced public backlash.
