For many landowners, their land designated as public reserve land (public land) inhibits them from developing the land due to government delays in acquisition, leaving them stagnant for years. Landowners face challenges like unwilling buyers and restrictions on development, reflecting issues in various areas such as Taipei City's Beitou District and New Taipei City's Xinzhong District. The government attempts to address this through volume transfer policies with developers, although this method raises concerns about land exhaustion and impacts on public infrastructure services. Suggestions include revising competitive bidding systems to address the dilemma of self-negotiation by private landowners, emphasizing the need for fair market assessment in land acquisitions.
