This misuse has caused overcrowding in hospital emergency rooms, prompting some hospitals to 'bed-block.' Local fire departments have implemented fees for misusing ambulance services, with various cities charging for non-emergency cases or sending patients to outpatient clinics. The government aims to deter misuse of emergency services by imposing these fees.
