Chen Yongliang, the owner of the beverage shop 'Xinfutang,' was seen with his wife and two children at the Hsinchu Fruit and Vegetable Market where their car was parked illegally. Chen confronted the police who were towing his car, leading to a physical altercation where his one-year-old child fell near the tire. Chen accused the police of improper enforcement, while the police filed charges of obstruction of justice and assault. The incident resulted in the child sustaining head and eye injuries, prompting Chen and his wife to press charges against the police for their actions.
