According to the Fire Department statistics from 2019 to 2023, over 500 drownings occur annually. Local governments mainly enforce prohibitions in accident-prone water areas, leading to pushback from businesses and civic groups urging for better control measures. The lack of cohesive regulations and disorganized management across various agencies have left the public feeling lost. Various incidents and preventative measures taken in different areas are highlighted as examples of the challenging issue of water activity management.
