On June 21, 2024, at 2:30 AM, Han Kuo-yu personally participated in the vote, with the blue camp welcoming and the green camp criticizing the lack of neutrality of the Speaker. The Executive Yuan presented a reconsideration of the exercise of parliamentary powers to the Legislative Yuan, with the blue and white camp winning with 62 votes against the green camp's 51 votes, rejecting the reconsideration. Despite usually not voting, Legislative Speaker Han Kuo-yu joined the vote, prompting DPP legislators to criticize his lack of neutrality. The Nationalist Party and People First Party had last month jointly passed amendments to the Legislative Yuan Powers Exercise Act and parts of the Criminal Code. However, the Executive Yuan found the content impractical, leading to the reconsideration, sparking protests and counter-protests outside the Legislative Yuan.
