On July 5, 2024, Premier Su Tseng-chang expressed concerns over national security regarding the proposal to allow Chinese companies to participate in major public projects on offshore islands, hoping to maintain the current situation. Nationalist Party legislators Chen Hsueh-sheng and Chen Yu-chen's proposed amendment to the Offshore Islands Development Act, which would allow Chinese businesses to participate in island construction, was criticized by Democratic Progressive Party legislators as opening doors to China. When this proposal was being handled in the legislature, the DPP caucus successfully requested to send it back to the committee, with no objections raised and the proposal sent back. The amendment included provisions to involve Chinese companies, aid in island industry development, and allow offshore universities to recruit Chinese students without quota limits, sparking debate and scrutiny for being favorable to China, leading to the decision to send it back for further review.
