In the Citizen's Speak Up event held on June 29, 2024, the civic group 'Mountain Sea Citizen's Dismantling Movement' announced that the recall petition for Keelung Mayor Hsieh Kuo-Liang has entered the second phase, receiving over 36,000 signatures, surpassing the required 37,920 threshold. Cao Xingcheng urged for the success of Keelung's recall to extend to recalling pro-Communist legislators selling out Taiwan, emphasizing the importance of safeguarding Taiwan's democracy and preventing unlimited legislative powers that could lead to an authoritarian regime similar to Hong Kong's. The movement aims to gather over 40,000 signatures before submission to Keelung City Electoral Commission for review on July 5.
