In Taipei's Wenshan District, a cat halfway house has been unable to obtain an operating license due to alleged difficulties from the city's Development Bureau. The Bureau requested the submission of a consent form from neighbors on the 2nd floor, even though the establishment does not have a 2nd floor and is not adjacent to any nearby building. The Bureau cited non-compliance with road width regulations for its establishment but denied deliberate obstruction. The owner protested and went on a hunger strike, stating the regulations are unreasonable and do not reflect their unique situation as they seek to provide a safe space for cats.
