During the outbreak of COVID-19 in May 2021, the first case in Changhua was a fruit vendor in Xihu Township, who infected a female insurance agent surnamed Hu. The agent then spread the virus to 16 members of Xu's family after selling insurance policies outside. The family members sued for damages, won in the first trial but faced a major overturn in the second trial. After appealing to the Supreme Court, the verdict remained unchanged, denying any compensation.
