On July 2, 2024, a civic group initiated the recall of Keelung Mayor Hsieh Kuo-liang, passing the second phase threshold, with the Kuomintang launching the 'Solidify Bridge Action' in response. Former Kuomintang Legislator Chen Hsueh-sheng predicted that due to continuous mobilization from both sides, the voting threshold will be surpassed, eventually coming down to the majority vote between 'agree' and 'disagree'. The second phase recall petition against Hsieh Kuo-liang will be reviewed by the Keelung City Election Commission, followed by the Central Election Commission, potentially leading to a recall vote in mid-September. Chen warned of a looming intense battle between the blue and green camps, with concerns that the storytelling approach favored by the recall side might overshadow the rational arguments of the opposing side, resulting in an uncertain outcome.
