Former legislator Chen Po-wei, the only successful subject of a recall in Taiwan, participated in a public hearing on the amendment of the Recall Law proposed by the KMT legislative caucus, aiming to raise the recall threshold. Chen emphasized that recall should not be viewed as a vicious act but as a citizen's right if the reasons are valid, such as absenteeism or criminal activities. He criticized Legislative Yuan President Han Kuo-yu and Keelung Mayor Hsieh Kuo-liang, stating that if the reasons for recall are justifiable, such as running for president while on leave or committing theft, then the opportunity for recall should be granted. Chen emphasized the importance of distinguishing between negligence of duty by executive authorities and differences in ideological stance by legislative members, suggesting that the power to recall should remain with the people when there are severe cases of absenteeism or neglect of duty. He questioned the proposed amendment's focus and raised concerns about potential abuse of power, highlighting the need for a careful balance of social consensus when considering adjustments to the recall process.
