According to SET News on July 5, 2024, DPP legislator Hung Shen-han stated that KMT legislator Chen Xuesheng recently proposed amending the 'Offshore Development Act' to allow participation of Chinese businesses in public construction on outlying islands without restrictions, resembling Taiwan's version of One Belt One Road. Hung criticized Chen for aiming to allow Chinese funds, companies, and manpower to control over 700 billion in infrastructure projects, referring to it as a grand plan with significant economic interests. Hung argued that this move mirrors the debt traps faced by countries involved in China's Belt and Road Initiative, emphasizing that while portrayed as local development, it actually opens doors for Chinese influence and aims to benefit the Chinese Communist Party at the expense of ordinary citizens, particularly affecting the residents of Matsu.
