Democratic Progressive Party lawmaker Shen Boyang criticized the proposal, describing it as directly allowing China in through 'opening four doors,' which he deemed more concerning than the Special Economic Zones. The proposal includes provisions to involve Chinese businesses in procurement, facilitate the development of offshore island industries, and allow offshore universities to recruit Chinese students without quota restrictions, prompting Shen Boyang to raise sovereignty and security concerns.
