On June 25, 2024, Minister of National Defense Gu Liuxiong and Chief of Staff Mei Jiashu attended the Legislative Yuan on May 26, 2024, to report and answer questions regarding the Hanguang No. 40 exercise plan. This marked the first time in 25 years that a Chief of Staff has reported to the Legislative Yuan, attracting significant attention. General Mei Jiashu, dressed in a suit for the occasion, expressed a calm attitude towards his first visit to the Legislative Yuan and emphasized the importance of enhancing public understanding and support for the military. The exercise is planned to be scenario-free, despite recent concerns raised by observations of trench-digging at Xishu Beach in Tainan. Mei Jiashu clarified that the beach activities were part of routine training and the exercise itself would be scenario-induced. Addressing his attire choice, Mei Jiashu mentioned organizational adjustments within the Ministry of National Defense, signaling a shift to a more formal attire. Minister Gu Liuxiong stated that the Chief of Staff's presence was not a common occurrence and was related to the specific theme of the exercise. He also addressed concerns of tactical leaks by ensuring that non-classified information would be discussed. Regarding security at Chiang Kai-shek Memorial Hall, the military drill location was moved to Liberty Square in coordination with the Ministry of Culture, following past vandalism incidents. The arrangement was made to safeguard the Chiang Kai-shek statue appropriately.
