China is initiating a new rare earth licensing regime that may accelerate shipments, though it is not expected to fully meet U.S. expectations for deregulating export restrictions. The Ministry of Commerce has informed some exporters about new streamlined permit applications, but broader controls from earlier in the year remain in place.
