The 'Opinions' detailed measures following Xi Jinping's rule of law ideology and overall strategy for solving the Taiwan issue, specifying conviction criteria and sentencing standards according to relevant laws. The document focuses on identifying and prosecuting actions such as 'legal Taiwan independence,' 'relying on foreign forces for independence,' and 'seeking independence through force' among a very few 'stubborn Taiwan independence elements.' The measures do not target the general Taiwan population. The 'Opinions' also emphasize judicial rights and penalties that may be lightened in cases of renouncing separatist activities. These measures align with previous warnings by China to combat 'separatist speech and actions' among Taiwan separatists and foreign entities.
