A Chinese mainland man surnamed Ruan drove a boat to Tamsui shores due to communication and speech issues, expressing surrender to the approaching coast guard personnel. The coast guard, however, remained vigilant and transferred him for investigation to understand his motives. As the government agencies are actively handling the case, preparations for further legal actions under relevant regulations are taking place to clarify the reasons and methods of his entry into Taiwan. The incident was initiated when a suspicious boat spotted by radar was intercepted, leading to a collision with a ferry at Tamsui pier, resulting in the man's capture and subsequent legal actions being carried out.
