A man from Mainland China named Ruan drove a speedboat into the estuary of Tamsui River on June 9, claiming to surrender and seek refuge in Taiwan. Cai Peiling, the chairperson of the Ocean Affairs Council, revealed on June 11 that the man was formerly a member of the Chinese Communist Navy and even served as the captain of a Chinese Communist vessel. Despite claims of seeking freedom in Taiwan, Cai Peiling expressed skepticism and emphasized the need for thorough investigation into the man's true intentions and actions taken in response to the incident by maritime authorities.
