On June 10, 2024, at 11:15 PM, Audrey Tang, the chairperson of the Mainland Affairs Council, disclosed that the Chinese man who drove a speedboat into the Tamsui River had a special identity. He was arrested by coast guard personnel at the Fisherman's Wharf on the 9th. Tang acknowledged that this could be a test based on gray zone provocation tactics by China. The man had a distinguished background, having previously served as a captain in the Chinese Communist Navy. Tang mentioned that there was a lapse in monitoring by coastal sentries, resulting in a delay in identifying and apprehending the boat for about 30 minutes. She emphasized that disciplinary action would be taken against the personnel responsible for the error.
