On June 11, 2024, a male Chinese national surnamed Ruan drove the speedboat 'Hongjin' into Tamsui River's Fisherman's Wharf claiming defection, with the Chairperson of the Mainland Affairs Council, Katharine Ku, confirming his past as a PLA Navy officer and ship captain. Questions arose as to why he wasn't intercepted at sea, leading to an admission of personnel negligence instead of system failure from Ku. The Coast Guard Bureau then held a press conference disciplining 10 individuals including the Northern Region Chief, Liao Desheng, attributing the incident to human error with Ruan claiming he fled China due to expressing anti-government sentiments online. He was apprehended by the coast guard and turned over to prosecutors. The coast guard has since conducted a review and vowed to address the shortcomings in their monitoring and response protocols.
