Chairperson of the Ocean Affairs Council, Kuan Bi-ling, admitted human error rather than equipment failure led to the incident's mishandling. Further inquiries led to disciplinary actions for those responsible for the 30-minute oversight in the incident, involving radar and watchtower misjudgments.
