According to SET News, a Chinese man named Ruan drove a speedboat from China and collided with a ferry on the Danshui River in Taiwan before reaching the fishing pier. The Coast Guard detected the boat at 09:44, but did not take action until 10:54 after the ferry was hit. Ruan, a former PLA Navy officer, traveled to Taiwan and was apprehended by the Coast Guard, revealing a delay in response and monitoring errors.
