The Taiwan Coast Guard locked onto a suspicious small boat 9 nautical miles off the shore of Shalun Beach on June 9, as it followed fishing boats towards Tamsui Second Fishing Port and eventually headed into the Tamsui River, where it was apprehended at a ferry terminal. The Coast Guard initially misjudged the situation due to the small boat's size and sea conditions, and despite capturing the vessel quickly, concerns over national security were raised. The Coast Guard admitted oversight in reacting to the incident involving a mainland Chinese national driving the boat into Taiwanese waters.
