Chang explained that there was a lapse in reporting as the team monitored Ruan's journey without alerting the Coast Guard for interception, highlighting the need for public support and understanding. The Coast Guard disclosed disciplinary actions involving 10 individuals, emphasizing the importance of national security and proper protocol adherence in similar situations.
