On June 13, 2024, at 11:07 PM, Chiang Pi-ling, the head of the Ocean Affairs Council, commented on a Chinese man surnamed Ruan who drove a speedboat straight into the Tamsui River Estuary. The Coast Guard admitted that they initially detected and monitored the speedboat using radar, but a radar operator mistakenly identified it as a returning fishing boat, leading to a 30-minute lapse in surveillance which resulted in disciplinary action against personnel. Chiang Pi-ling acknowledged the mistake, stating that being 'beaten down' was deserved, and praised the Coast Guard for rescuing the 'Hui Feng' during a fire incident on June 12, emphasizing the need to 'keep moving forward'. The incident sparked concerns about border security and prompted apologies from Prime Minister Cho Jung-tai to the public. Chiang Pi-ling explained that the Chinese man's boat, which was only 9 meters long, was detected by radar 6 nautical miles away, attributing the misjudgment to the man not behaving like a typical illegal immigrant. Despite criticism, Chiang Pi-ling supported the Coast Guard, encouraging them to continue defending the maritime border tirelessly.
