In a recent incident, a Chinese man drove a speedboat into the Tamsui River in Taiwan claiming to surrender, which raised suspicions of military intentions. Taiwan's Mainland Affairs Council Minister Kuan Bi-ling admitted to a 30-minute error in the process, stating that the radar functioned correctly but human judgment failed. The man, identified as a former Chinese naval officer, was apprehended and detained by Taiwanese authorities. Kuan emphasized the need for vigilance and accountability in handling such incidents and clarified the misunderstandings that led to the incursion.
