Taxi drivers at the ferry terminal quickly approach out-of-town tourists, convincing them to buy overpriced package tickets. The scheme involves inflated prices, false promotions, and low-quality products, leading to a negative impact on the island's reputation. Despite complaints, regulatory authorities in Xiamen have been ineffective in addressing the issue, allowing the 'gray industry chain' to persist.
