In response to the Legislative Yuan's rejection of the Executive Yuan's parliamentary reform review on June 21, President Lai Ching-te took to the forefront for the first time, announcing the submission of the 'Legislative Yuan's Exercise of Powers Act' and amendments to the 'Criminal Code of the Republic of China.' Lawyer Hong Wei-sheng presented 6 major disputed points, including the obligation for the president to deliver national reports to the Legislative Yuan routinely, confusing the deliberate power arrangement in the constitution. He also raised concerns about provisions relating to personnel consent violating constitutional obligations and President's personnel selection rights. Hong Wei-sheng explained the reasons for the unconstitutionality of the parliamentary power reform at the President's Office's press conference.
