Constitutional History: 14th Reconsideration Vote Majority Turns Over

During the vote on the revision of the 'Legislative Yuan Powers Exercise Act' and the addition of Chapter 5-1 and Article 141-1 of the 'Criminal Code of the Republic of China' on June 21, the Legislative Yuan approved the reconsideration for the 14th time in constitutional history. Nearly half of the previous 13 reconsiderations have been successful, mostly due to the ruling party's majority in the legislature, allowing for easy passage. The Cabinet believes that the recent parliamentary reform legislation clearly violates the constitution, hindering the Cabinet's actions, resulting in the reconsideration proposal. This includes controversial issues such as the regulation of the president's state of the union address, expanded powers of legislators, and violations of basic rights, sparking debates on accountability and due legal process.
