Controversy Over Parliament Reform Bill Constitutional Interpretation Application Without Assembly Vote

The Control Yuan is facing criticism for applying for a constitutional interpretation and temporary disposal of the Parliament reform bill without an assembly vote, unlike its previous process regarding the pension reform bill in 2018. There are concerns over the lack of a formal vote and the proper procedures in this case. The Secretary-General of the Control Yuan, Li Junyi, mentioned that a discussion on this matter took place during a full-house meeting in early June, where the decision to proceed towards an interpretation was made. Legal experts point out that currently, besides the Executive Yuan, the other three branches cannot request a constitutional ruling, as strict conditions regarding the exercise of authority are necessary. Li Junyi, once a legislator, has been criticized for his change in stance on parliamentary investigation and hearing rights over the years.
