The case was first initiated in 2017 under the former Taoyuan prosecutor general, and after four prosecutors handled the case due to lack of evidence, it was closed twice. However, Investigator Hsiao from the Investigation Bureau persisted, obtaining surveillance approval and uncovering a potential bribery scheme involving a considerable sum of money. Despite the prosecutors closing the case, the investigation was reignited by personnel changes within the prosecution team, involving alleged political bribery and internal conflicts within a land development company.
