Transportation Minister Li Meng-yen mentioned in an interview that cross-strait tourism has been at a low point, with 1.76 million Taiwanese visiting the mainland last year compared to only 220,000 mainland tourists coming to Taiwan, hoping for mutual and equal opening. He expressed that if the mainland shows goodwill, such as allowing group visits via mini three links or individual trips to Taiwan, Taiwan will consider it as goodwill in return. Li emphasized the readiness to gradually open up in response to mainland's actions, without any predetermined conditions.
