DPP Caucus Previously Declined to Participate in Constitutional Interpretation Debate; Huang Kuo-chang Criticizes: Isn't it That No Discussion Means No Democracy?

On June 24, 2024, the Taiwan People's Party legislative caucus held a press conference titled 'Continuous Lies Covering Up the Ministry of Agriculture, Six Million Eggs Short.' President Lai Ching-te signed amendments to the Legislative Yuan's Exercise of Powers Act and the Criminal Code, simultaneously applying for a constitutional interpretation and temporary injunction from the Constitutional Court. DPP Legislative Caucus Chief Convener Ko Chien-ming previously stated they would request a constitutional interpretation but not send representatives to participate in the debate. Later, Ko clarified it was a 'slip of the tongue.' Meanwhile, the People's Party Legislative Caucus Chief Convener Huang Kuo-chang criticized the DPP's decision, questioning how the DPP, which claims 'no discussion, no democracy,' could not even send representatives to a debate. Huang emphasized the importance of abiding by the constitutional process and mentioned the obligation for the Executive Yuan to accept Legislative Yuan resolutions as per the law. He called on Premier Cho Jung-tai to clarify whether they accept the resolutions. Huang expressed disappointment in the DPP's reluctance to engage in public debates, especially with the Constitutional Court, despite advocating for discussion and democracy. Ko later clarified that the application party would participate in the Constitutional Court debate. Lin Cho-shui criticized the DPP for not attending the debate after seeking a constitutional interpretation, and Ko emphasized ensuring procedural constitutional problems. Lastly, opposition lawmakers urged the Chief Justice not to act as a 'DPP watchdog,' with Ko condemning this as 'malicious,' questioning whether the blue and white camps intend to confront the Constitution.
