Driver Fatally Hits Stray Cat and Flees: First Animal Roadkill Fine in Yilan

In Yilan County, a woman surnamed Lin ran over a stray cat with her car and drove off after giving a fake phone number when confronted by passersby. The Animal and Plant Disease Control Center received a report, fined Lin NT$15,000 for violating animal protection laws, and required her to attend a 3-hour course, marking the first animal roadkill fine in Yilan. The whistleblower, surnamed You, complained to the media that Lin callously hit the stray cat and left the scene. The center's director, Chen Zujian, mentioned that while there are cases of animal disposal due to roadkill in other counties, this is the first in Yilan, with the fine officially issued in June. Chen emphasized the importance of promptly checking on injured animals and notifying relevant authorities, especially if they have an owner, to clarify responsibilities.
