A man in Changhua was fined 180,000 for suspected drunk driving and refusing a breathalyzer test, but had the fine overturned as he suffers from aphasia. During the incident, the man displayed communication difficulties, leading to the police issuing the fine. However, the court ruled that his language and mental disabilities were the reasons for his inability to comply with the test, hence overturning the fine.
