A man with two prior DUI convictions is accused of hitting and killing a pedestrian in Dallas, Texas, but delaying reporting the incident for 30 minutes. Upon police arrival, they discovered a hole in his windshield and a bloody severed arm on the front seat. The driver, Juan Morgan Munoz, had a blood alcohol level of 0.179, over twice the legal limit, and was on probation for previous DUI convictions. He is now facing charges of DUI felony and vehicular manslaughter.
