Economic Minister Guo Zhihui estimates that by 2040, Taiwan will face a talent shortage of around 500,000 in the manufacturing, high-end manufacturing, and service industries. To address this, he introduces a 'borrowing arrows with thatched boats' strategy, encouraging foreign talent to come to Taiwan through investment opportunities and attracting American high school and college graduates to study in Taiwan with scholarships provided by companies. The graduates would then work in Taiwan for a few years before returning to the US. Guo also emphasizes the need for international talent due to Taiwan's low birth rate and growing business needs, especially in areas like technology. He suggests that Taiwanese businesses establishing overseas branches can also contribute to this talent exchange. The strategy involves welcoming foreign students to study in Taiwan as well as inviting US universities to establish branches in Taiwan to attract Asian students, providing full scholarships and job opportunities upon graduation, intending to address the looming talent gap in Taiwan by 2040.
