A 61-year-old man named Huang from Pingtung created a scene outside the county criminal investigation bureau by scattering spirit money, after his attempt to report drugs with unidentified powder failed. He was advised to leave by the police, but returned in the afternoon, causing a disturbance and ultimately getting arrested for drunk driving with a blood alcohol level of 0.33 milligrams. Huang was brought into custody in violation of public safety laws for his actions.
