The upcoming 'Han Guang 40' military exercise will introduce examples of ROE engagement cards to strengthen independent combat abilities. The cards specify targets for attacks, who can be engaged outside of enemy forces, and objects that can be protected by force, allowing flexibility for commanders to issue orders based on unit attributes, tasks, or assigned missions. The exercise also emphasizes the importance of international humanitarian rules and President Tsai Ing-wen participated in a pre-exercise event, stressing Taiwan's need for a strong defense capability to achieve 'true peace.' The exercise will focus on decentralization and verifying combat rules to align closer with real combat scenarios.
