Fatal Accident at Neihu Chun Shui Tang: 23-Year-Old Worker Electrocuted to Death, Manager Not Prosecuted for 'Damaging Scene'

The Shilin District Prosecutors' Office concluded the investigation and decided not to prosecute the owner surnamed Liu and the manager surnamed Shi of Chun Shui Tang. In January 2023, a 23-year-old worker surnamed Zhang was conducting routine fire inspection with colleagues at the employee lounge on the second floor of the well-known restaurant on Ruiguang Road in Neihu District, Taipei. Zhang accidentally touched a live electrical cable while installing a smoke detector, resulting in immediate loss of consciousness and eventual death after over three hours of emergency treatment. The manager surnamed Shi, upon noticing the exposed wires, instructed another worker to inspect and insulate the wires, leading to suspicions of scene tampering. However, the Prosecutors' Office found insufficient evidence to hold Liu and Shi accountable for violating occupational safety laws and thus decided not to prosecute them.
