On July 7, 2024, the second phase of the Tsai recall campaign in Keelung collected 43,000 petition signatures, pushing closer to the recall vote. As this happened, the Keelung City Government introduced a welfare policy offering a subsidy of NT$25,000 for religious groups to hold activities, leading to criticism from DPP councilors. Mayor Tsai, known for not participating in temple activities, has recently been seen attending temples, sparking accusations of last-minute actions to counter the recall. The City Government allocated a total of 8 million, with 2.5 million set aside for religious groups that submit plans for activities, sparking further controversy over connections to the recall campaign.
