Fed Sets Capital Levels for Major Banks; Morgan Stanley Seeks Review

The Federal Reserve has finalized new capital requirements for the largest U.S. banks after June stress tests, effective October 1. Morgan Stanley is appealing to have its capital level reconsidered, seeking a reduction in its stress capital buffer. The Fed will announce its decision by the end of September, following similar successful appeals by other banks in the past.
