On June 17, 2024, Chinese national and former People's Liberation Army (PLA) naval captain Ruan Fangyong, who claimed to be seeking 'freedom', was arrested by the Coast Guard after speeding towards the Tamsui River defense line. Ruan was charged with violating immigration laws and was remanded in custody. Despite being asked if he regretted attempting to flee, Ruan smiled and replied 'No regrets!'. Ruan had set off from a Fujian port on June 8 and was arrested upon arrival at the Tamsui Fisherman's Wharf on June 9. He claimed that due to expressing anti-CCP views, he was restricted from leaving the country, leading him to choose to 'seek freedom' in this manner.
