Cai Minghe, the former chief of the Jinguang Police Station in New Taipei City, received a 100,000 NTD bribe from a construction firm operator Xie Yicheng in 2014 to allow improper dumping of waste soil on farmland 200 times, turning a blind eye to the violations. Initially sentenced to 12 years and stripped of civil rights for 4 years, Cai's case was sent back for retrial twice by the Supreme Court, resulting in today's conviction of guilty for Cai, now reduced to 9 years and 10 months due to prolonged litigation under the Speedy Criminal Trial Act. Cai was found guilty of failing his duty by overlooking violations after accepting bribes, including not taking action against other illegal activities involving different individuals, now subject to an appeal.
