A 52-year-old man surnamed Li, a fugitive in Xizhi, New Taipei City, refused to cooperate with police inspection on the evening of June 20, leading to a car chase, where he eventually collided with a taxi. During the arrest, Li struggled and ultimately foamed at the mouth and fainted, later passing away. The initial autopsy indicated the cause of death to be cardiogenic shock. The taxi driver expressed helplessness as Li's family had cut contact with him for six years and declined any responsibility for compensation, leaving the driver with no recourse for damages.
