Germany and China Establish Channel for Cross-Border Data Flow

Germany's Minister of Digital Affairs and Transport, Volker Wissing, announced on Wednesday that Germany and China have signed an intent statement for cross-border data transmission, allowing automotive manufacturers to take a new step in transferring data to Germany. The agreement, signed by Wissing and China's Cyberspace Administration of China Director Zhuang Rongwen, aims to facilitate dialogue on cross-border data flow cooperation, emphasizing the importance of balancing personal privacy and national security interests while promoting free data flow. Regulations on data collection and management are becoming crucial due to the vast amount of data collected by autonomous vehicles. China's tightening regulations on data transfer overseas starting in 2022 faced opposition but later showed signs of relaxation, with Shanghai allowing foreign companies outside free trade zones to transfer data abroad by the end of last year. The recent regulations exempt international trade data from reporting requirements if not involving personal or other 'important' information.
