Good News for Newspaper and Publishing Industry: Exclusion of Specific Light-Sensitive CTP Plates from Anti-Dumping Tax

The Ministry of Finance in Taiwan announced on June 24, 2024, that anti-dumping duties ranging from 13.52% to 76.89% will be imposed on imported graphic printing plates from China, effective retroactively from December 7, 2023, for a period of 5 years. However, the specific light-sensitive CTP plates used for newspapers are excluded from this tax. The application for anti-dumping investigation was filed by Taipu Precision Imaging Co., Ltd., and the exclusion of certain plates aims to minimize the impact on downstream printing industries. Importers of the excluded CTP plates can apply for a refund of the temporary anti-dumping tax paid, with proper documentation. The Ministry of Economic Affairs supports this exclusion to balance national economic interests and reduce the impact on the printing industry.
