At a Taipei City Council investigative group meeting for the Taichung case, convened by Taipei City Councilor Qin Huizhu, it was disclosed that in 2016, the police department approached Taichung for a contract and annual negotiation, which was refused. Former Democratic Progressive Party councilor Jiang Zhiming was revealed to have organized a coordination meeting, pressuring the police department to complete negotiations with Taichung within a month. The Taipei City government was also deemed unfairly burdened in the deal, as Taichung only had to cover network transmission fees, while the government handled substantial equipment costs and maintenance.
